The answer to me is probably SSM, Anti-Venom, Cloak, Dagger, Shang-Chi/Scream. MuM definitely does not make it into the absolute best city team. He has his strengths, but will also be a liability for you when the X-23s drop on node 12. I used full symbiotes and can one shot all of city.
